BP Kuwait and Kuwait Oil Company Corporate Standards Development HSE Management System and Training

Issue:

Kuwait Oil Company, the national exploration & production company in Kuwait, needed to develop a corporate standard and uniform expectations for HSE processes across diverse Assets including drilling operations, process facilities, pipeline infrastructure, and marine export operations. Competing HSE programs in the Assets and lack of a formal HSE management system made performance measures difficult to track over time. In addition, operational controls for HSE risk management needed to be reviewed and updated.

Solution:

As a first step, OASIS worked with senior management to write a Guide to the KOC HSE Management System, detailing HSE system elements that were in line with international standards and fit the company culture. Once expectations were set for a uniform management system, OASIS crafted and led implementation of a number of HSE processes that were adopted as standard practice across all assets, including incident reporting and investigation, environmental impact assessment for projects, contractor HSE oversight, HSE monitoring and measurement, and a regulatory compliance assurance process. OASIS continues to develop and deliver customized HSE training courses for KOC staff at all levels of the organization.

Results:

The centralized incident reporting program that OASIS introduced increased the ease and accuracy of incident information across the company, and allows for better data analysis and resource allocation to address recurring HSE issues. Environmental assessment processes are now streamlined for capital projects, reducing the burden on project teams and regulators. Performance measures and programs are being developed that allow KOC to meet production goals while increasing HSE performance and decreasing overall risk to the company.
