Alaska Department of Environmental Conservation (ADEC) AST Term Contract

Issue:

Historic petroleum releases at tank farms located in remote Alaska villages can present threats to the environment and local water supplies. On behalf of ADEC, through Denali Commission funding, OASIS investigated tank farm contamination in several of these Alaska villages, developing cleanup plans and coordinating remediation of the sites as appropriate. The project involved work in remote, sub-arctic regions with access limited to air and river barge travel. Activities included site assessment, demolition, and remediation. Remedial technologies included cutting and removal of tanks, design of phytoremediation systems, and consolidation and transport of hazardous waste.

Solution:

OASIS performed soil and groundwater investigations at Chalkyitsik, Igiugig, and Newhalen; developed cleanup plans for Igiugig, Arctic Village and Kongiginak; and performed a tank farm demolition at Kongiginak. Work at these locations required innovation to perform the approved work scopes, to mobilize and demobilize, and to provide accommodations for field staff and regulators performing or overseeing the work activities. Site assessments were completed using direct push technology, hand augers, test pit excavation, and surface water and groundwater sampling. Remedial measures included facilities demolition, contaminated soil excavation/transport/stockpiling, and phytoremediation techniques.

Results:

Reports generated from the investigation work were sufficient to proceed with remedial design. At Kongiginak, 38 large above ground tanks, which were located throughout the village, were demolished and shipped off-site. The Kongiginak project was completed in a short time window because shipment of waste and demobilization of construction equipment had to be accomplished on a barge, which would make only one trip in the spring. At Igiugig, contaminated soil identified as part of the ADEC investigation was excavated and treated by phytoremediation under an OASIS contract directly with the Igiugig Tribal Council.
